The First Amendment protects the right to record in public, including recording government officials and police officers performing their duties.

By federal law, no one has to provide ID, unless the officer can articulate on a crime they did, are doing, or about to do. Officers can't arrest someone for failing to identify themselves if the request isn't reasonably related to the circumstances of the stop.

Looking suspicious is neither a felony nor a misdemeanor, and is not grounds for producing an ID. However, you do need a valid drivers license (operators permit), to operate a motor vehicle.
